Costs owners wish they'd budgeted for

When a demolition budget goes wrong, it is rarely because the demolition itself cost more than quoted. It is because the lines around it were never written down. These are the costs that are easiest to overlook, and the question to ask about each one before you commit.

In short

The costs most often missing from an owner's demolition budget are the técnico's documentation, the municipal procedure, the waste guarantee held until delivery is proven, road occupation permits, utility disconnections, the asbestos phase, protection of neighbouring structures, unknown foundations, securing the cleared plot and VAT.

Why do demolition budgets go over?

Most overruns on a demolition come from costs that were never in the comparison, not from a contractor charging more than agreed. An owner looks at a quote, compares it with savings and plans the new build around the difference, then discovers half a dozen smaller lines that belong to the same project but were paid to other people.

None of them are hidden. They are simply outside the contractor's scope, and a well-written quote lists them as exclusions. The list below is the one we would give a friend before they start, grouped by who you pay.

Lines you pay to professionals and the town hall

  • The técnico competente. The proyecto or memoria técnica, the estudio de seguridad y salud (or estudio básico) and the estudio de gestión de residuos are drafted and signed by a técnico you engage. Question to ask: does the técnico's fee include supervision during the works, or only the documents?
  • The municipal procedure. Most demolitions of buildings that are not protected go by declaración responsable since 2024; protected buildings and settings need a licence. Any fees or taxes the ayuntamiento applies to the procedure (to be verified) are paid by the owner. Question to ask your técnico: what will the ayuntamiento charge for this procedure? Our guide on licence fees and taxes for demolition covers this in more detail.
  • The coordinator. When several companies or self-employed workers take part, the promotor appoints a coordinador de seguridad y salud during execution. Question: is one needed on your job, and who provides it?

Money that is tied up rather than spent

The town hall requires a fianza or guarantee for construction and demolition waste. Its amount depends on the municipal ordinance, and it is returned once delivery to an authorised manager is proven. It is not a cost in the strict sense, but it is cash you cannot use until the job is closed and the paperwork is submitted.

The delivery receipts we hand over at the end are what make that refund possible. Question to ask: who submits the receipts to recover the guarantee, and when? Usually it is the owner or the técnico. The guide waste management costs and deposits explains how the guarantee works, and our sister site covers waste deposits in Andalusia from the regulatory side.

Site costs that depend on your street and your neighbours

  • Use of the public road. If a skip, a lorry or scaffolding has to stand on the street, an authorisation to occupy the public road is needed, and the ayuntamiento may charge for it. Question: does the plot have room for vehicles inside, or will the street be used?
  • Protection of neighbouring structures. A shared wall, a neighbour's roof close to yours, or a retaining wall on the boundary has to be protected or propped while your building comes down. This is part of a complete quote, but it is often missing from rough budgets.
  • The community of owners. In a building under propiedad horizontal the community must be informed, and works on common elements need the owners' meeting agreement. Delays caused by a late meeting have a cost even if nobody invoices them.

Costs inside the property that appear late

  • Utility disconnections. Electricity, water and gas are cut by the suppliers before we start, at the owner's request. Allow time, and ask each supplier about any charges.
  • The asbestos phase. Uralita roofs, flues, tanks or pipes are removed first by a RERA-registered company under an approved work plan; in our jobs, that company works as our subcontractor. If it is identified early it is a line in the quote; if it is found late, it is a delay. See asbestos removal cost.
  • What lies underground. Foundations, old septic tanks, buried pipes or a previous slab under the current one are often unknown until the structure is down. A fair quote prices them with a unit rate and an estimated quantity; your budget should keep a reserve for them.
  • Contents. Furniture and belongings left in the property have to be handled and transported too. Emptying it yourself avoids that line.

After the demolition: the plot itself

A demolition ends with a plot, and the plot has its own obligations. Owners must keep solares clean and safe; if they do not, the town hall can order the clearing and carry it out at the owner's expense, as ordinances in Málaga and Mijas provide. Plots within 400 metres of forest areas fall in the Zona de Influencia Forestal, which carries fire-prevention duties.

Budget for the condition you need on the last day: removal of remains and cleaning, basic levelling after the demolition, and perhaps temporary fencing if the new build will not start straight away. Ask for these in the quote rather than assuming them. The plot clearance cost page explains what this phase involves, and our sister site deals with groundworks and levelling in more depth.

VAT, and a checklist for your own budget

Demolition work is generally taxed at the standard 21 % IVA; certain renovation or repair works on private homes may qualify for 10 % if the legal conditions are met. Our calculator shows its range before VAT, and every written quote states the rate separately. Add it before comparing the total with your savings.

A complete owner's budget therefore has these lines: demolition and waste (the contractor's quote), asbestos phase if any, técnico, municipal procedure, road occupation, utilities, a reserve for underground unknowns, plot condition and fencing, VAT, and the waste guarantee as cash tied up. If your current budget has only the first line, start with the house demolition cost page, check the waste side on rubble removal and skip cost, and ask for an itemised demolition quote that lists its exclusions. The post how much it costs to demolish a villa in 2026 shows how the contractor's part is built.

Frequently asked questions

What costs are not included in a demolition quote?

Typically the técnico's documentation, the municipal procedure, road occupation permits, utility disconnections and the waste guarantee. A good quote lists these as exclusions.

Do I have to pay a deposit for demolition waste?

The town hall requires a fianza or guarantee for construction and demolition waste. The amount depends on the municipal ordinance and it is returned when delivery to an authorised manager is proven.

How do I get the waste guarantee back?

By proving that the waste reached an authorised manager, which is what the delivery receipts we hand over at the end of the job are for. Your técnico can tell you how your ayuntamiento handles it.

Do I need a permit to put a skip on the street?

Yes. If a skip, lorry or scaffolding occupies the public road, an authorisation to occupy it is needed from the ayuntamiento.

Who disconnects electricity and water before demolition?

The owner asks the suppliers to cut electricity, water and gas before the start date. Ask each supplier about timing and any charges.

Should I keep a reserve for unknowns?

Yes, mainly for what lies underground, such as foundations, old tanks or buried slabs. A fair quote prices these with a unit rate and an estimated quantity.

Is a safety coordinator always required?

When several companies or self-employed workers take part, the promotor appoints a coordinador de seguridad y salud during execution. Your técnico will tell you if your job needs one.

What happens if I leave the plot untidy after demolition?

Owners must keep plots clean and safe, and the town hall can order the clearing and carry it out at the owner's expense.

Which VAT rate applies to my demolition?

Generally the standard 21 % rate; some works on private homes may qualify for 10 % if the legal conditions are met. Each quote states the rate.

Is the asbestos removal an extra cost?

It is a separate phase carried out by a RERA-registered company before the demolition. If it is identified early it appears as its own line in the quote.

Does emptying the house reduce the quote?

Yes. Furniture and belongings that you remove beforehand do not have to be handled and transported as part of the demolition.
